(1) To sell, distribute and supply wood and firewood to the local people in the district, there will be a district forest produce supply committee in accordance with the provincial law in the district mentioned in schedule-11.
(2) As per sub-rule (1) unless there is provision in the provincial law, such district shall have the following district forest production committee:-
(a) Divisional Forest Officer - Chairman (b) Authorized representative appointed by the Chief District Officer - Member (c) Authorized representative appointed by the District Coordinating Officer - Member (d) Representative of the Provincial Government Accounts Office in the district - Member (e) Assistant Forest Officer appointed by the Divisional Forest Officer - Member - Secretary
(3) The District Bane-Badwar Supply Committee shall take a license from the Divisional Forest Officer and make arrangements for the sale and distribution of wood and firewood not exceeding the quantity specified in Schedule-12 for the following purposes:-
(a) Construction and reconstruction of houses and sheds of families affected by disasters,
(b) House construction and maintenance as housework,
(c) Agricultural implements manufactured and used by farming families or farming groups, (d) Construction and reconstruction of religious and cultural works and archaeological heritage,
(e) Warm work in public places during cold weather or snowfall,
(f) Cremation, or
(g) Development and construction works of small cost to be done with public participation.
(4) The District Forest Produce Supply Committee shall keep a depot for the sale and distribution of wood and firewood at the headquarters as well as at other places suitable for the consumers.
(5) The district forest produce supply committee shall arrange the sale and distribution of forest produce to the people affected by the disaster on the recommendation of the concerned local level and the district disaster management committee.
(6) The person or entity receiving wood, firewood from the District Forest Production Supply Committee shall use the wood, firewood for the same purpose for which it was procured. Wood, firewood obtained in this way cannot be sold and distributed.
(7) Sales and distribution of wood, firewood by District Forest Production Supply CommitteeTo manage, an annual action plan should be prepared and submitted to the provincial ministry, and after being approved by the provincial ministry, it should be implemented.
(8) The wood and firewood sold and distributed by the District Forestry Supply Committee shall be picked up within forty-five days at most.
(9) If any wood or firewood in Ghatgadvi of the District Forest Supply Committee is not sold for two years, the District Forest Produce Supply Committee may sell such wood or firewood by auction with the consent of the Provincial Forest Director.
(10) District Forest Produce Supply Committee shall prepare the annual report of the sale and distribution of wood, firewood and any other work done and submit it to the directorate and the provincial ministry.
(11) The District Forest Produce Supply Committee shall follow the instructions given by the Government of Nepal and the State Government.
